A Brooklyn Center man who was punched and kicked by Minneapolis police officers in an incident caught on tape has filed a federal lawsuit... Jenkins was stopped by police last February. A seven-minute video recorded by cameras in squad cars shows there was a struggle and one officer pulled Jenkins' hooded jacket over his head and threw him on the ground. Other officers arrived and punched and kicked him. A Taser was also used. Jenkins was charged with assault and refusing to submit to alcohol tests. But the charges were dropped...
